Iowa School Performance Profile

In 2015, the Every Student Succeeds Act was signed into law.  The law replaced No Child Left Behind and was designed to maintain a focus on equity for all students.  Included in the Every Student Succeeds Act [ESSA] was the expectation that each state develops a system of accountability and support.  The State of Iowa worked to create a system to provide support to individual school districts from the state level.  While developing the support system, the Department of Education needed to also create a system of accountability and a process for identifying schools in need of support to enhance student learning.  The system created is called the Iowa School Performance Profile or ISPP.

The Iowa School Performance Profile [ISPP] was designed not only to assist the Department of Education in providing supports to school districts, but to help all stakeholders understand how their schools are serving all students, as well.  Both goals are accomplished with a standardized accountability score.  The standardized score was designed with the intent to create fairness and comparability across all school districts in Iowa.  The scores also provide school districts a manner in which they are able to monitor growth from year to year.

The standardized score is created by assigning values and weightings in the following categories: 
Achievement [Average Scale Scores], Conditions for Learning, Graduation Rate, Student Growth, Assessment Participation Rate, Postsecondary Readiness, and Proficiency.  After scores for each individual category are tabulated, they are compiled to develop a final rating score for each district.  The rating scores are then compared to cut scores and assigned to a performance profile.

The ISPP designations are as follows: Priority, Needs Improvement, Acceptable, Commendable, High Performing, and Exceptional.
