November Ballot Question


Voted Approved Physical Plant and Equipment Levy

The AHSTW Community School District and Board of Directors has approved the ballot language for a Voted Physical Plant and Equipment Levy question to be placed on the November 2019 ballot.  The question posed asks our stakeholders to allow the district to implement a levy not to exceed $1.00 per thousand dollars of taxable valuation at the conclusion of our current Voted PPEL.  If approved, the Voted PPEL will allow our school district to implement a levy for a 10-year period beginning on July 1, 2021.

The following information details the ballot question posed on the November ballot.

Length of Levy: 
-        The Voted PPEL will be a 10-year levy beginning on July 1, 2021 and expiring on June 30, 2031.

Levy Rate:
-        The levy rate in question is established at $1.00 per thousand dollars of property value and is based on property tax only.
o   Taxpayers pay property tax based on 56% of the assessed value.
o   The following formula will assist in calculating the taxes associated with the levy:
§  Tax Rate {$1.00} x [Assessed Valuation x 56%] / 1000 = Taxes Paid

Purpose of the Voted PPEL:
-        The Voted Approved PPEL is designed to assist the AHSTW district in completion of designed to enhance the facilities of the district.  The following language describes the potential scope of projects:  purchasing and improving grounds; constructing schoolhouses or buildings and opening roads to schoolhouses or buildings; purchasing of buildings, lease or lease-purchase of technology and equipment, paying debts contracted for the erection or construction of schoolhouses or buildings, not including interest on bonds; procuring or acquisition of libraries, repairing, remodeling, reconstructing, improving, or expanding the schoolhouses or buildings and additions to existing schoolhouses, expenditures energy conservation; renting facilities under Iowa Code Chapter 28E; purchasing transportation equipment for transporting students; lease purchase option agreements for school buildings or equipment, purchasing equipment authorized by law; or for any purpose of purposes now or hereafter authorized by law.
